It's a "he/she" rendering, basically. Why not, given that "s/he" has or has had some steady usage in English as a valid writing?
Селена, по-моему, скобки без пробела ставятся, когда нет замещения окончания: т.е. "он(а)" - да, а "самого(ой)" - нет. "самого/-ой"? ("самого (-ой)" как-то мне не по нраву, но, может, вы думаете по-другому.

It's not an annotate sentence, it's a form of a gender neutral pronoun, as we can find it in real forms of official documents. It is used wnen we don't know beforehand if we will fill it for a man or for a woman.
