I'm still happy to own this English sentence, because I recognize, understand, and have often heard native speakers use this form. It's familiar. I have confidence in it. It would be understood by almost any English speaker, even on first hearing.

Is there another way to convey the same idea?

Yes, many ways, of course.
If it's clear from the individual's name that I'm referring to a person, I could say to the same effect:
"Where does that Tom live?"
I lose some connotative flavor by doing it, though. Ironically, calling Tom "that person" sounds a bit more impersonal and dismissive. Tom is just some random guy, not our social equal.
If Tom had been named Wolf however, then "person" might not be quite so pleonastic.
