Here "Тому" refers to a name Tom, but in [#1033358] "Тому" is the form of pronoun "Тот" in dative case. Generally speaking it's ambiguous.

Stress difference. Fixed stem stress for the foreign name, as they are most commonly treated, but ending stress for the pronoun.
Beware Russian stress patterns, they will confuse you to the rest of your life~
