This is my first post on Tatoeba so excuse me if I am wrong. Why have you changed the syntax in your English sentence? You've brought new meaning to the translation by doing so. In the french sentence, "On dirait que" applies to the speaker, but in your english sentence, "On dirait que" applies to the section chief.

« On dirait que » applies to the whole sentence, whatever its order...

Bonjour,
une traduction un peu plus littérale aurait donné quelque chose comme "Quant au chef de service, d'abuser de son autorité, il a l'air d'aimer ça" - qui serait un peu lourd, non?!
