Uh, is it? I've encountered it as a friendly comment praising someone else's ability to make good comical videos. Does it absolutely have to be a pick-up line? :/

Really? That is friendly indeed. No, I don't suppose it MUST be only a pick-up line, but I could not think of any other use for this. Some of these lines are extremely, almost comically, lame, and probably most women have heard them too many times to take any of them seriously. Still, I think tagging is our friend here. When you get the right to tag sentences, you might add both my suggestion and another tag reflecting your original interpretation -- maybe "admiration" or something along those lines. Then people seeing the sentence examples will have a better idea of the intended usage level.

(That phrase, as you imagine, was of course purposefully over-the-top, so that it was funny, because the video was funny too and the more fun there is, the better, or something. :)
