Well, it could be also present continuous tense (PrCT). Problem is that both Norwegian, nor Serbian doesn't have PrCT as such. Norwegian does have form for continuous present action, but it mostly use PrST where English would use PrCT. I think that sentence needs to give a sense that it is snowing right now, and not that snows often, or so. I've confirmed link to the English translation.

There is no continuous tenses in Russian as well. We have only present simple. The Russian sentence can mean as "It's snowing" as "It snows".
