To make my comment a bit less useless I'd like to thank billj above for explaining the meaning of this sentence which is quite a garden path sentence from my point of view.

Probably it would be less "garden path" if you spell hole in one as "hole-in-one", then it would be more obvious it's a noun. Seems like it's a valid spelling variant:

In addition to hyphenating "hole-in-one", adding a comma after "whole" would help:

A hole-in-one is moving, on the whole.

But I think the purpose of this sentence is wordplay rather than easy comprehensibility (or likelihood).
