"Blame"(verb) and "blamed" (adjective) are quaint, old-fashioned euphemisms for when we'd nowadays normally use an actual curse word.
So maybe, honestly and straightforwardly: Damn this rain!
Also, when I ran the Japanese sentence through Google translate, the last part ( - 研究社 新英和中辞典 ) seems to mean something about research for a new English-Japanese dictionary, a portion which was not translated in any of its language equivalents. Maybe that bit should be deleted from the Japanese sentence.
I knew what it meant, since I read a lot.
However, I'd never use it. I assume most people would consider this archaic, even though you might occasionally hear it used.
I wouldn't recommend that someone learning English ever use this.
The last part is the name of the dictionary it came from.
