Is 'tallying the fall of every sparrow' some sort of metaphor or idiom or does it just mean that it would be ridiculous for a God to do such thing?

I think I know what Carl Sagan meant, and I agree with that, but I'm not going to discuss it here. Religion is a delicate subject.
