
Rather than this:
"It was very cold, and then before long it began to rain on top of it."
I would suggest this:
"It was very cold, and then before long, on top of that, it began to rain."
This avoids the use of "it" to refer to two different dummy subjects and keeps the "that" closer to the clause to which it refers.
