The second is about "in the street". I mean just "outdoors", not the street as a road with cars and people.

But you also may say
"Li elĵetis la katinon el la pordegejo eksteren." aŭ
"Li elĵetis la katinon el la pordegejo antaŭ la domon"

I think it's not explain enough, cause if we say "outdoors" we can understand that the cat lived here and now she doesn't have a place to live. If we not say "outdoors" it's not clear.
Okay, if you think so this may be better. And I feel too, that it renders better the Russian sentence.
Now everything is alright. (Only the poor cat won't agree, I guess. ☺)
