В русском языке придаточные предложения обычно не согласованы во времени с главным.

We don't use sequence of tenses nearly as often as English.
The tense of the subordinate clause depends on its temporal relationship with the main clause. If it happens at the same time as the main clause, it's Present; before, Past; after, Future.
"Tom never told me where he used to work / had worked [before]" would yield Past in the subordinate clause, since it would then precede the main clause temporally.

You're right. As regards the Russian I know it, only I misunderstood something inadvertently.
