
Do you think this sentence is ambigous?

In my opinion, this sentence is ambiguous and I wanted to add the most "typical" meaning about it that is "to be in doubt about something," but at the same time, I think is completely correct to mean that Tom was sitting on a fence.

I think CK has a point here. It looks like the sentence is ambiguous but for native speakers it's not. They'd rather use "is sitting on the fence" instead of "is on the fence" to mean it literally. Besides, the sentence is tagged as "idiom" now.
