I'm not sure 知力 maps well to "mental strength". I think mental strength is more associated with persistence than intelligence, which makes the sentence a bit contradictory.

I could make it "strength or intelligence".

Maybe so, but admit that it would sound better and less ambiguous. Otherwise it mixes: "...that says even without strength...".

I had to mentally insert the "that" to understand the meaning.

It probably wouldn't hurt to put a comma or two in this sentence, as well...
