same here...can't seem to understand the sentence...would be nice if it was rephrased.
We say this when, for example, a child is asking for a cookie all the time - if you keep asking, everyone will get a cookie, except you.
So knowing the above context, how would you suggest to rephrase this sentence? :)

The only think I can suggest is extending the original sentence to provide context. For example:
"It will be your turn for a cookie soon, Jim," his mum said, "Remember, 'Children who ask get skipped.'"
Thank you. How about this?
"Stop begging for a cookie, Tim," his mum said, "Remember, 'Children who ask get skipped.'"
That should be perfect.
We could translate it into Japanese as well.
「ティム、菓子ねだりはやめてよ」と彼の母が言った。「『ねだる子に菓子無し』というからね」
