
"Who's 'she', the cat's mother?" is apparently a somewhat dated British reprimand, used especially with young children, either (1) to remind them that it's rude to refer to someone by a pronoun while they're actually present, or (2) that it's improper to use a pronoun to refer to someone who you haven't introduced into the conversation yet. The latter is the case here.
