Подозреваю, что в английском речь не о степени забавности, а о типичности ("большинство историй") - иначе было бы THE most.

Мне кажется, что как есть предложение имеет очень мало смысла из-за тавтологии: "Самые смешные истории - смешные". В отсоединенном виде смысла станет еще меньше.

Не, "берут за основу" как-то не ложится на душу. Кроме того, предложение не вполне бесхозное, так что лучше его до неузнаваемости не менять. :-)
