D'après moi (locuteur natif du français), les deux formulations sont correctes :
Si il cesse de pleuvoir avant 14 heures, nous commencerons (le présent de l'indicatif indique le futur par rapport au moment de l'énonciation).
Si il a cessé de pleuvoir avant 14 heures, nous commencerons (le passé composé indique que l'arrêt de la pluie est situé dans le passé par rapport à 14 heures).
