Annotation:

"to be on the same page" (idiom) means to think in a similar way about something. It is often said about efforts made to solve a problem or manage a situation.

Could "discipline" here be understood as "to educate" or just "to punish"?

I didn't have education in mind when I wrote the sentence. It relates to parents having the same idea about training their children to obey the rules and codes of behaviour etc set out by the parents. This would include each parent giving consistent guidance to their children and backing each other up with any punishments etc which was handed out to the children for non compliance etc.
