do you confirm this is correct English? I never met this form before, as the alternative is not obvious, but I can see how it could be applied.

Yes, although it's sort of literary (it's the same form as "He was unsure how he would get there, and when.", which I would think was uncontroversial... the literary bit is the implied existential question in "whether[ he would be].".
