it doesn't seem to me like a full sentence, how about adding إنهto the beginning of the sentence...

@saeb, well the Japanese sentence doesn't specify a "he" (the pronoun is usually implied and depends on context), it could very well be a he or a she .. or hell, even a you! (if, for instance, the guy forgot where he is or what he's supposed to be doing)

I know that...but that doesn't change the fact that you need a subject for the arabic sentence to give a complete meaning...

This is why I think it's better to write subject in Japanese sentece as an example sentence. There is no reason we must omit subject.
I'm Japanese, but when I saw sentences like this, first of all I think "Who?".
