"Reiben Sie" is polite imperative form.
So it should read "Rub the stain..."

The "Reiben Sie" sentence (German) is not linked to this (the English) sentence. We need to know about the sentence in the middle - the Spanish one.

Spanish is imperative, I can't imagine a context with that sentence if it's present. I mean, the verb "frota" is 3rd present too, but without the subject it works really bad like a present sentence.
