Est-ce qu'on n'aurait pas tendance à couramment omettre le "pas" et dire "Ils n'auront de cesse" ? Ça me semble sonner de façon plus naturelle. En tout cas l'expression est bien trouvée en l'occurrence.

oui mais alors je ne sais pas pourquoi, dans ce cas, ça me semble nécessiter "que"...pas sûr...juste à la sonorité...on verra les autres avis.

Moi, je dirais, "Ils n'auront de cesse de poursuivre leurs objectifs politiques", il me semble que le verbe "achever" correspond mal à l'idée d'une action répétée.

2. To attain with effort or despite difficulty.

il n'y a pas de notion de durée. A la limite, "atteindre" est meilleur
