The idea behind "never, ever" is probably that if you say "never, never" it's a double negative.
Literally, "never never" means "it never happens that it never happens", which means that it does happen sometimes. But "never ever" means "it never happens that it ever happens", which does not go against what the user of the phrase wants to say.
By the way, you can add extra evers for extra emphasis. For example "I will never, ever, ever, EVER break my promise." However, this sounds very child-like, so you won't often hear adults say it to other adults.
