"hit" is almost certainly past tense here.

But, because in English there is no difference between how the sentence would be written in the present or past, so, I wrote two different versions of the translation, in present and past. The sense of make a translation in present is to emphasize the confusion, with the English language, when a sentence could be understood in the present or past.
