
I disagree. I think it can be used as a sentence at least where I live.

What does it mean?
There is no subject-verb, so there must be an ellipsis of some sort.
One of these, perhaps?
This is how the other half lives.
That's how the other half lives.
I envy the way the other half lives.
I wish I could live like the other half lives.
Let me tell you how the other half lives.

Say my wife comes into the kitchen while I'm sitting there with a friend, saying "OK now I'm off to meet the girls; were going on that spa today I talked about." Then I reply "Oh yeah, see you later" before she leaves the room. My friend then looks at me and smiles and says carefully "How the other half lives" implying in a joking manner that my wife is spoiled.
