"controlled by them" -- by who? by governments or by cellphones? -- I think this phrase needs careful rewording.

@salikh: Well, I'm not really sure. The Spanish sentence is ambiguous in exactly the same way. If you have a suggestion for how to reword this sentence to make it clearer, please say so.

actually I don't think the Spanish sentence is ambiguous, "them" refers to the cell phones.

Yeah, I took it to mean cell phones. I thought this was fairly clear in both the Spanish sentence and this one. However, technically, it seems that "ellos" could refer to "los gobiernos" (although that would be kind of strange). I am not a native Spanish speaker, so please correct me if I'm wrong. :-)
