If the Japanese sentence is the translation for the English, I would use いつも for always. I think よく is "often" and 時々 is "sometimes" if I translate.
We often say いつも食べてる、いつも飲んでる, if we see a person having food almost every day. So, probably it may be better to change the sentence into イタリア人はいつもワインを飲んでいる。

There are so many orphaned Japanese sentences on Tatoeba, I've been trying to adopt them when I accept they are good.
