I don't know of a better way to rephrase it in English to offer the same implied distinction without adding unnecessary words.

The 3rd form however:
Цю фразу буде перекладено.

Doesn't sound right to me, though my Ukrainian isn't perfect.
Не звучить правельно мені, но моя Україньска не ідеальна.

Ця фраза буде перекладена.
Цю фразу буде перекладено?
Цю фразу буде перекладати...?

I'm sorry, but you are wrong. "Цю фразу буде перекладено." does sound right as this is an example of a безособове речення, утворене за допомогою форм на -но, -то. Another example may be "Всю воду випито."
However, "Не звучить правельно мені" does not sound Ukrainian. A Ukrainian would say "Воно мені (для мене) звучить неправильно." Neither "Цю фразу буде перекладати." is correct.
