Because "Iberismo", as Wikipedia indicates, is a political project to unify Portugal and Spain and has nothing to do with Spanish subnations, and particularly, Basques and Catalans, which have nothing to do with it, since they don't even want to be part of Spain...This sentence seems to involve ethnic groups which are totally unconcerned with the problem, and is obviously propaganda seeking to make people believe that all ethnic groups of the peninsula are willing to unite, which is far from the truth...
Also, if you consider "Euskadi" as being the totallity of the Basque People, then the French part of it, being located on the other side of the Pyreneans, is not at all part of the Iberian Peninsula, and is thus, by physical definition, not concerned at all with "Iberismo"...
The Basque "nation", if ever it existed or will exist, is never an "iberian" nation but a "trans-pyrenean" one, in any case...

But in Spain, when we use the term "Euskadi" or "País Vasco", we tend to refer to the Spanish part, not to the French part. And this sentence describes the point of view of the "Iberianists", that doesn't necessarily represent the opinion of the vast majority of the Spaniards / Portugueses. So I would consider this sentence to be true.

That is what I understood but that Hohen was debating on the french translation... So you confirm that my translation was right!

@Shishir; Con Euskadi/País Vasco en la frase me refiero a la Comunidad Autónoma, la nuestra, que por otra parte es lo mismo, y lo que decía yo era que añadir "español" o "francés" sólo es una especificación. Aquí yo estoy hablando de pueblos, de gentes, NO de Estados (actuales) como pueda ser España o Portugal. De todas formas no entro más en el juego, no podría explicarle bien en inglés que de hecho hay territorios fuera de la Península Ibérica que son considerados territorios Ibéricos (véase Islas Canarias, Madeira, Açores... además de, en Francia, un enclave español, que NO está en la Península, sino en tierra... "gala"... pero es "Ibérico").
