So you're saying that "bacterial extermination" is a metaphor for "getting rid of the Germans?"

I'm the author of this sentence, initially, and it is a joke making fun of the obsession of Germans both with a sustainable economy and diseases coming from abroad, when actually a lot of them live abroad.
So the sentence says that to exterminate Northern Germans with bacteria imported from Spain is not sustainable, when half of these Germans live in Spain, so the extermination scheme should be rationalised.

Globalization has gone mad: why transport Spanish cucumbers to exterminate the Northern Germans when half of them live in Mallorca? We need to rationalize all of that and adopt a more solid method of bacterial decontamination.
