I'm the author of this sentence, initially, and it is a joke making fun of the obsession of Germans both with a sustainable economy and diseases coming from abroad, when actually a lot of them live abroad.
So the sentence says that to exterminate Northern Germans with bacteria imported from Spain is not sustainable, when half of these Germans live in Spain, so the extermination scheme should be rationalised.
