Hi Quazel,
"White to play and win." is a term which is commonly used in Western chess puzzles. Often online or in a book you may find a board which is laid out with chess pieces, in a midgame or endgame situation. It's usually white's turn to move, though the puzzle may also be from black's perspective. The objective is to find the check in one move and thereby complete the puzzle. Doing these puzzles helps one become more observant and generally sharp in chess.

This sentence would actually even apply to life or death problems ("tsumego") in Go, too. :)

Don't worry CK, it's a sentence. Anything wanting that's requisite in orthodox syntax is there by ellipsis.
