In Japanese:
naru = to become
natte kuru = lit. to come to become (but in English, "become" already contains the concept of "coming", so there is a certain redundancy here)
natte kite iru = lit. to be coming to become (kuru=comes, kite iru=is coming, i.e., present progressive tense)

Hence, I think the best translation into English is "the problem ... is becoming".
The addition of "kuru" as a helping verb implies "becoming [more and more] serious".

I think.

My Merriam-Webster's has this example:
Dandan samuku natte kita.
It has become colder and colder.
