I think they use it, but "~" is not pronounceable in English...

Esta ciudad brasileña, capital del estado homónimo, es conocida en la mayor parte del ámbito hispánico por su nombre portugués, que lleva una virgulilla o tilde sobre la a, de la cual se recomienda no prescindir: «Había viajado por Río, São Paulo y Bahía» (Bryce Vida [Perú 1981]). No obstante, en el área del Río de la Plata se emplea con preferencia la traducción española San Pablo: «En los suburbios populares de San Pablo, la ciudad más rica del Brasil» (Galeano Días [Ur. 1978]).
