It can mean both, but I would say the first meaning that would come to mind is "Did you receive his invitation?".
For "Did you accept his invitation?" I would suggest:
האם נענית להזמנה שלו?
However, the latter sounds more literary or official, i.e., of a higher register. This is why I believe most Israelis would simply say:
קיבלת את ההזמנה שלו?
Well, maybe:
נענית להזמנה שלו?
nevertheless.
