No, I try to explain giving examples:
1- I couldn't answer the questions in the exam because they were very difficult.
2- I have got a problem, can you help me solve it, please?
Question is asked, but problem isn't asked as trouble, it is solved. Here, problem means trouble, not question. I hope you got the difference. Take care.

I thought soru=(the) question, sorun= (the) problem...
