Can this be used as a full sentence in Russian?

This is a valid mononuclear sentence. Constructions like "Лучше быть А, чем Б" are used quite often in Russian. Formally, such sentence is not a full sentence but its meaning is absolutely clear even without context so it is not an incomplete sentence either.

Okay, thanks. Similarly to English "Better A then B." which can be uttered as a sentence, although strictly it lacks a finite verb. No problem then. :)
