¿Es "quién" en preguntas y "quien" en oraciones enunciativas?

No, es más complejo que eso :) no lleva tilde cuando se especifica de quién se está hablando (por ejemplo: Mario, quien me dijo que viniera, está en la biblioteca. O Es la hija de quien me vendió la casa.), si no se especifica, lleva tilde (No sé quién eres, adivinó quién era solo por su voz -no se especifica de quién estamos hablando, así que lleva tilde-).
No sé si ha quedado muy claro, si no es así dímelo y lo volveré a intentar. ☺
