This one means:
Is that an actor?

The other sentence, which you quoted in the link, reads:
Is this [or: is that] the actor?
i.e., *the* actor that we spoke about, or *the* actor that you know, etc.

In Russian, as you know, there is no definite article, so each sentence can be interpreted in more than one way.

The Russian sentence can be used in the case like that:
Two people see a person in the street. "His face seems well known to me... Это актер?"
or "This man in the talk show doesn't seems natural to me... Это актер?"
etc...

And when can we use "Cxu tiu estas la aktoro?"
