I don't really know, as I'm not sure what the author of the Polish sentence had in mind when writing this sentence.

I think, it does. I'm not sure about Polish, but for example in Russian the word "sircus" is not used in plural, if we talk about circus in general, like circuses from a certain country. Polish doesn't have definnite and indefinite articles, so it could be hard to say, if it's in general or not (maybe, there is only one circus in Bulgaria?).
Of course, Polish speakers can tell more.
