дай мне сказать = дай я скажу
дай мне объяснить = дай я объясню

I only learned "дай мне", and I haven't seen so far this wording above. So, it's a bit colloquial, you say.

Just a bit.
In fact, "дай" is a particle in this case, not a verb.

It was, I guess. But it evaluated to a particle.
Just as an adjective "столовая" became a noun, for instance.

Дай мне карандаш. (a verb) = Give me a pencil.
Дай мне сказать. Дай я скажу. (a particle) = Let me say.

Давай ему лекарство два раза в день. (a verb) = Give him the medicine twice a day.
Давай поиграем. Давай играть! (a particle) = Let's play.

You can even omit the pronoun altogether: Дай сказать! / Дай скажу!
Of course this is totally spoken.
