First one, there is a sick woman who was looked by somebody.

Second one, there is a sick person (woman or man) who looked to another woman.

The comma is what makes the whole difference in many Turkish sentences.

be interpreted?

It doesn't mean "A poor millionaire was born", does it?

This should be:
Fakir bir milyoner doğdu.

If you said "a poor millionaire was born", yeah.
Fakir bir milyoner doğdu.

"A poor was born as a poor."
Milyoner, fakir olarak doğdu.

If I understood this sentence well. :)
