The dictionary suggests «Европейский союз»:

But the rules for what should be capitalised are so stupid... Actually, I don't know why should we write Президент Республики Беларусь or Российская Федерация. I personally always use президент республики Беларусь and Российская федерация, it seems much more logical to me. :)
I think German capitalisation rules are much better. :)

OK then.
I thought that the European Union, as a big and respected "body", deserves capitalization in Russian as well :)
But if not, then not.

BTW, yeah, sure, in German you usually don't have to have doubts ;-)

Well, it does have capitalisation. :P
