Seems to be an obsolete West Russian dialect phrase meaning "all the same" which almost no of the modern Russian speakers know of.
Should we have such phrases here at all?

Нет, вряд ли. Сейчас ещё пошукал в интернете. "Обое рябое" имеет негативный оттенок, вроде "хрен редьки не слаще".
