
Unless I'm mistaken, it's a common expression in Germany.

It's a German proverb and means Don't drink beer before 4 o'clock....probably suggesting that you should get a days work done before consuming. I would suggest "No beer drinking before four."

It means that it's indecent to appear drunk in public that early, but I don't think that it's a proverb.
Also, the "No A before B" structure can be found repeatedly in English, so there shouldn't be anything strange about this sentence, as the means of expression is very standard.

I found it in the German Wikiquote where it says it's a "Sprichwort" which can be anything from a popular saying to a proverb.
