mantuvo -> dejó (coincidencia)

If you say "mantuvo", it sounds like he kept them open by all means, like everyone else tried to have them closed and he kept them open nonetheless. "Mantener" is much less to "letting" than it is to "keeping". "Dejar" means especifically "let", but it is more fitting in these kind of sentences.
