This sentence isn't a conversational sentence.
Because the first quotation marks(Key brackets?) in the sentence are 『』, and the second quotation marks are 「」, the sentence's speaker saw the message "心配しないで。私、元気だから (^-^)v" and spoke to oneself, I think. Also, this sentence is from Tanaka Corpus, and "mookeee" who is a Japanese native speaker has owned it. I'll leave it.
Oh, yes, I see, the English one also uses two different signs.
But hard to tell. The Hungarian uses signs that seems conversational.
