This sentence has to be corrected (it should be in the past tense, using a verb).

Its current meaning in Turkish is:
The cost of this hat is ten dollars.

Yes, you are right. It must be "Bu şapka on dolara mal oldu." It isn't my translation. But I think he tried to explain the result.
A- How much did this hat cost?
B- Ten dollars.
In fact "cost" is different from "be". Look at the following examples;
A-How much is this hat?
B-It's ten dollars.
A-How much did this car cost?
B-50.000 dollars (included VAT,custom-tax and commission.

I believe he made a mistake, reading the word "cost" as a noun (fiyat) rather than a verb, which it was (as it was in the past, it remained in its basic form and wasn't changed to "costs").

This is why I believe the sentence should be corrected.
I'll correct it, replacing boracasli's variant with yours.
