The question is if it can have two meanings depending on the context.

Der Satz ist, wie Danepo schreibt, ironisch zu verstehen. Er bedeutet genau das Gegenteil dessen, was er wörtlich aussagt.

Das impliziert, das er auch unironisch verstanden werden kann.
