Jag är tveksam till "I understood".

Just because it's in past? "Vettem" and "Értettem" also in past, but they primarily mean in conversation "I understand."

Would you accept "I understood" as synonymous to "I understand"?

I assume, in some context they are the same.

Can you tell us the differences and similarities between 'I understand' and 'I understood'?

"I understood" could suggest "I understood that already, so there was no need to explain it." "I understand" would be the more common statement.
